UPDATE: This is the Empire State Building and the surrounding skyline. The spousal unit took this photo when we were walking back from Brooklyn across the Brooklyn bridge. The constant vibration of the bridge and holding the shutter open created the squiggly effect.

Tanya - you're totally on the right track - it is in New York. Both the subject (part of it, anyway) and the location taken from are NYC icons.
OK, that really was my last hint. If you don't know it now, I guess I'll be forced to tell you...
I guess my two guesses would be either Chelene or the Empire State Building...I'll finalize with the Empire State Building.
